Well there is. It's called BLUESIGN Certification (http://www.bluesign.com), and many textiles manufacturers are applying for it. BlueSign advises that global environmental regulation will eventually REQUIRE that these "best standards" be implemented in ALL aspects of textiles production, but I personally believe that's aggressively optimistic. I do believe that consumer demand and holistic judgement will help drive more brand/product mgrs and textiles manufacturers to look to be certified &/or source products from textile manufacturers that are bluesign certified.
Here's some words from SGS, a partner network of certified agents around the world that help consult with companies and work to implement bluesign certifications. Pretty interesting stuff.

bluesign has pretty cool online search tools so you can easily find manufacturers and textiles companies that are bluesign certified. Well, you have to be registered with them to use their tools. Brands will MARKET the fact that they've chosen to make their products with bluesign certified yarns, fabrics, chemicals, laminates, etc.

bluesign® applications
The bluesign® standard brings together the entire textile manufacturing chain to jointly reduce the environmental footprint of a responsible textile industry. Each level, from chemical suppliers to textile manufacturers to brands and retailer, has its unique needs. bluesign technologies ag has developed various user-friendly software applications to meet these needs. The applications provide the textile value chain with the necessary know-how and support in EHS management for the daily practice.
